Creating a Performance Max campaign requires experience. Let's be honest - anyone can launch a campaign in the Google Ads panel, but not everyone will optimize it so that it: reaches the widest audience, has attractive rates, meets our business goals (oh! this is important!) or simply sells as many of our "pink running shoes" as possible (I don't know why such an example came to my mind).
